In Kvariati, the company Lits Ankori is preparing to build a 23-story beachfront aparthotel, according to regional news portal Batumelebi. Apartment sales are already underway.

The project combines new accommodation with broader leisure plans. Buyers should therefore look closely at which elements have been approved and which the owner would like to develop in addition.

Development plan approved since March

According to Batumelebi, Batumi City Council approved the development plan for the approximately 2,370 m² site in March 2026. The official legal portal Matsne has published a resolution dated March 30, 2026, approving a detailed development plan for several plots on Saint Andrew Street and in Sarpi.

This documents the legal planning basis. The resolution also sets out compensation for increased development density: residential floor space is to be transferred to the city, or an equivalent payment made under the specified conditions.

According to Batumelebi, the mayor approved the hotel project with recommendations on July 27, 2026. Such project approval is distinct from the actual building permit. Buyers therefore need to understand the precise scope of construction covered by each document.

Cable car and yacht club as additions

The project presentation shows a rooftop pool, among other features. Owner Dimitri Tvildiani also tells Batumelebi of plans for a yacht club on the coast and a cable car to a hotel complex on the mountain in Sarpi.

According to the investigation, the cable car and yacht club are absent from the development plan and the submitted project documents. The cable car has therefore not yet been approved.

Such facilities could broaden the location's tourism appeal and strengthen the connection between the coast and the mountain areas. When assessing an apartment, buyers need to establish which facilities are included in the agreed scope and when they are expected to become available.

Sea area registered, beach publicly accessible

Batumelebi also reports that 93,726 m² of sea near Sarpi have been registered as a land parcel at the request of the National Agency of State Property. The area has reportedly not yet been leased.

While the project website advertises a private beach, Tvildiani tells the portal that the beach will remain publicly accessible. Charges will apply to the infrastructure developed there.

For this location, tourism development and usable public coastal spaces go hand in hand. Attractive beach access is an essential part of the quality of a stay for both guests and owners. What matters, therefore, is how public use and commercially operated facilities work together on site.

What does this mean for buyers?

We recommend assessing the apartment and the additional leisure facilities separately during purchase due diligence. Ask to see the approved project scope, the handover date and the services included in the contract. For facilities outside the hotel building, usage rights, operators and future fees are also relevant.

This provides a concrete basis for assessing the location's development potential. A clear approval status and firm commitments on what will be delivered make projects comparable. This transparency also strengthens confidence in Georgia's property market and supports a reliable investment environment.

Our conclusion

Kvariati's combination of sea and mountains gives it strong foundations for a distinctive tourism identity. In our view, the project shows how private investment can enrich Georgia's coastal towns with new offerings. When high-quality accommodation, leisure facilities and public beach spaces come together, the location gains in quality of life and appeal. Over the long term, this creates a sound foundation for the attractiveness and value growth of property.
