Developer Numark says it has begun construction of the Spark City residential complex at 63 Giorgi Danelia Street in Tbilisi's Saburtalo district, as reported by Commersant. The plans call for nine five-storey buildings around a shared park. The concept includes a payment model under which buyers transfer most of the purchase price only on completion.

Nine residential buildings around a park

According to the company, the first construction phase is due for completion in 2028. The entire project is scheduled to be completed by the end of 2029. Swiss architecture firm Christ & Gantenbein developed the master plan together with ANDS, while NS Studio is responsible for the detailed architectural design.

As Marketer.ge also reports, the project plans allocate 24,000 m² to buildings and 57,000 m² to green, recreational and shared spaces. In addition to planted areas, these outdoor spaces include paths and other communal facilities. Plans include a car-free park, playgrounds, padel courts and a swimming pool with an open terrace.

Further features include underground parking, ground-floor apartments with private gardens, terrace-style balconies and penthouses with ceilings up to 4 m high. The project website lists apartments starting at 40 m², and pre-sales are underway. Spark City thus connects individual apartments with a residential setting that offers space for exercise, social interaction and relaxation.

70% of the purchase price due only on completion

The announced payment plan is particularly interesting. According to the company, Numark offers an interest-free in-house instalment plan:

  • 20% of the purchase price as a down payment
  • A further 10% during construction
  • The remaining 70% on completion at the end of 2029

Buyers therefore pay a total of 30% over the construction period before completion. The larger share of their capital remains available during construction. This puts the final payment at the centre of their financial planning: most of the purchase price must be available at that point.

What does this mean for buyers and investors?

In our view, the project's appeal lies in the combination of low-rise development, shared infrastructure and a deferred main payment. Those planning to move in themselves are offered a concept in which everyday life is intended to extend beyond the apartment into gardens, sports areas and shared outdoor spaces. For long-term rentals, such amenities provide ways to appeal to future residents.

When comparing options, buyers should therefore consider not only the apartment price but also the handover specification, the completion date of communal facilities and future operating costs. For the payment plan, a key consideration is which contractually defined event triggers the final payment. This allows residential quality and financial outlay to be assessed together. The reports published so far do not include information on prices, the number of apartments or the building permit. These are among the first questions to put to the developer before buying.

For Tbilisi, a neighbourhood of this kind broadens the range of housing options. International architecture and leisure facilities close to home add quality to the city's development. We see this as an important building block in Georgia's appeal as a place to live and invest.

Our conclusion

With Spark City, a residential project is taking shape in Tbilisi that brings together a park, neighbourhood life and architecture. The payment plan complements this concept by providing greater financial flexibility during construction. We see this as a constructive contribution to Georgia's property market: investment in liveable neighbourhoods strengthens the location's long-term appeal and creates a sound foundation for property value growth.
